Implementation of infrastructure “Ang Pow” projects for Penang

In view of the large amount of the Second Stimulus Package, we appeal to the Federal Government to immediately implement all the five (5) “Angpow” mega projects promised by the Prime Minister, Dato’ Seri Abdullah bin Haji Ahmad, during the 2006 Chinese New Year celebrations in Penang, namely, the Penang Second Bridge, Penang Outer Ring Road (PORR), monorail, expansion of the Penang International Airport and the building of Penang Sentral.
The PORR is a necessity and so is the monorail project. These projects will not only stimulate the construction sector, but provide the much needed jobs to consultants, suppliers, architects, engineers, contractors, construction workers and many others. The multiplier effect will also be considerable and it will be direct. It’ll also be relatively cheaper if mega infrastructure projects like these are implemented during times of economic slowdown.
The construction of the Penang Sentral Project in Butterworth and the Second Bridge should be accelerated. These projects must be monitored closely by the relevant agencies so that they are completed in time or possibly before schedule.
We further welcome the timely introduction of the Second Stimulus Package. The RM60.0 billion allocated is a bold and courageous step, and very much the antidote needed to confront the effects of the global economic meltdown.
We are grateful for the RM250.0 million allocated for the expansion of the Penang International Airport. The introduction of the initiative, though delayed, will definitely spur the construction sector in Penang and create a much needed multiplier effect.
The Second Stimulus Package’s plan to create over 163,000 jobs and reduce the level of unemployment will greatly benefit the people of Penang because over 280,000 Penangites work in the manufacturing sector, especially in the Electrical and Electronics industry which has been severely hit by the drop in global demand.
I hope the Federal Government and the State Government of Penang will put aside politics and work towards the betterment of the people of Penang. The cost of the “Angpow” projects pale in comparison to the size of the stimulus package and in view of the unfavourable economic climate, their re-introduction will be a good stimulus in itself.
